I don’t think they’ll let you in, Leatherneck. They have an IQ minimum at the door.

Home Toy Commercial Animation G.I.Joe Devilfish & Cobra Hydrosled (1986)

Because Dr. Mindbender is Cobra's mad scientist, he seems out of place in the battle scene while riding a Cobra Hydro-Sled with a Cobra Eel. Then again, he is a mad scientist.
Like hundreds of other scenes, the characters escape from a damaged vehicle before it explodes. However, unlike previous depictions of explosions, the animators appear to have taken a different approach toward the explosions in this ad, which is part of sequence recycled from the comic book commercial for issue #47. The explosions are white, yellow with black shadows and are perfectly round; like little suns, they also have a glowing ring creating a throbbing globe of energy, a startling and pretty appearance.
