Using an arrow attached to a wench, Destro shoots an arrow from Scarlett's crossbow and initializes the stabilizers control. He returns to the Cobra Fortress and Scarlett attempts to escape, however, she is captured and dragged away to a cell. Destro then learns from the Baroness that Cobra Commander has failed to destroy New York City.

After throwing Cobra Commander against a stack of metal containers, Destro tells Cobra's leader that his failure to execute the threat undermines their cause and gives the enemy two things they must never have: time and hope. As Destro walks away, he is hit in the back of the neck by Cobra Commander's golden snake staff. But Destro gets up, walks to the commander and explains that he will be taking over all operations personally in order to assure victory.

Scarlett is tossed into a cell by two Cobra agent and she is then attacked by someone inside the cell. However, after recognizing the ring on her attacker's ring, the attacker, Selena, and Scarlett quickly realize that they are on the same side and both share the same goal, defeating Cobra.

While Dr. Vandermeer proudly tells the Joes that they now have a working MASS device, the leaders kidnapped from Tanu Island are immediately brought to a chamber and are ordered by Destro to contact their respective countries and order a surrender. Scarlett and Selena are brought to the male slave pen and help distribute food, but with the help of gold foil strips Selena and Scarlett assess the loyalty and readiness of the men if the opportunity to revolt is available.

The world rejects Destro's demand to surrender so the order to disintegrate New York is again given to the Baroness, but the Joes send a beam from their own MASS device and stop the beam. Destro remains determined to show the world he is not a soft leader and demands that General Flagg be brought to him so that he can personally carry out his execution and those of other world leaders for every hour the world delays its surrender. At Joe headquarters, Duke tells the Joes to stop the celebrating since they still do not know the location of Cobra's headquarters.

While carrying trays of food Selena notices the half-asleep guards and asks Scarlett if the time for rebellion is now. "I don't see why not," Scarlett replies. They attack the guards, free the men from the pens and begin an attack where Cobra's MASS device is stored. Before Scarlett can fire a bazooka at the MASS device, Destro knocks the bazooka and causes the shot hit the ceiling. Scarlett and Selena are chained to a wall and the male slaves are returned to their pens.
