While Cobra Commander and Destro continue to control their players, Destro outmanuveurs Cobra Commander, who swears to end the game for the move. Destro bets a large sum of Cobra currency on Cobra Commander's failure and Cobra's leader then asks how he could possible lose. Destro then turns off the power on Duke's headband and the Joe effectively defends himself from his attacker.



At Joe headquarters, Vandermeer explains that construction on another MASS device can be finished in a few days to a week. The first of three catalytic elements, he continues, can be found in Arctic Circle and is near a glacier expanse known as the Sea of Ice.




Spies for Cobra report to Cobra Commander and Destro that G.I.Joe is building a MASS Device and that the world has refused to surrender. Civilians all over the world are volunteering to stand and fight Cobra. Destro states that the games can wait and demands that a strategy meeting be held at once. As they leave the arena, Duke is approached by Selena and is given a strip of golden foil. She instructs him to place the strip between the headband and his forehead. She warns him that there will be great pain, however, he will be free. The Cobra guards search Duke since they thought they saw something passed to him, however, they do not find anything. While Selena is led away, Duke tells the creeps to keep laughing since he has a ticket out of the place, which was kept inside one of his rolled up sleeves.




Near the Arctic Circle, Scarlett, Snow Job, Tripwire, Flash and Snake Eyes enter the cave where the first of three catalytic elements is kept and while under Major Bludd's watchful eye. Snake Eyes is spooked by something in the cave and even though Tripwire says he knows better than to doubt his teammate's sixth sense, "A little sweep and scan won't hurt," Tripwire says.






An enraged Cobra Commander occupies all TV and radio waves again and transfers the entire Red Square battalions to the Cobra Fortress as a retaliatory gesture to the world for not surrendering. Cobra Commander then demands that the leaders of all nations meet at Tanu Island by noon tomorrow. The MASS elements are running low, Destro points out, but Cobra Commander replies that the world doesn't know, therefore, getting more elements is not an urgent matter - an opinion not held by Destro.
